What it is and what it covers
#Law 14.790 of 2023 created Brazil's licensed market for fixed-odds betting and online games, in force since 1 January 2025, and put it under the Secretaria de Prêmios e Apostas within the Ministry of Finance. Authorised operators pay a licence fee, meet technical and financial requirements, and must operate exclusively on .bet.br domains.
The SPA maintains the public list of authorised operators, around 180 as of mid-2026, and actively enforces against unlicensed sites and the social-media promotion that funnels players to them.
What the licence guarantees you
#Authorised operators must verify identity, offer responsible gambling tools, and answer to a Brazilian authority under Brazilian law, which is the fundamental change from the grey-market years when every site served Brazil from abroad and answered to nobody.
The regime is young and still being completed: the SPA's regulatory agenda includes rules specifically covering affiliate and influencer advertising, an area where enforcement has already removed hundreds of accounts promoting unlicensed sites.
What it does not do
#The unlicensed market did not vanish on 1 January 2025: offshore sites still reach Brazilian players, and everything on this page applies only inside the .bet.br perimeter. Outside it there is no Brazilian authority, no local dispute channel and no enforcement of any promise a site makes.
As everywhere, the licence regulates conduct, not mathematics: authorised games keep their house edge, and the protections concern how the operator behaves, not whether playing is profitable.
How to check a licence
#Look at the domain. Authorised operators must run on .bet.br, and the SPA publishes the list of authorised companies. A site serving Brazil from any other domain is unlicensed, whatever it claims, and the check takes exactly as long as reading the address bar.

Why does the domain matter so much?

What is still being decided?
